* IMPACTS...Frost could harm sensitive outdoor vegetation. Sensitive 
  outdoor plants may be killed if left uncovered.

* ADDITIONAL DETAILS...Frost is most likely to occur an hour or two 
  on either side of sunrise, when decreasing cloud cover may allow
